## Shared cognitive runtime

All Workstream-40 AI distribution interfaces are designed to route through one governed ARI Cognitive Runtime rather than creating provider-specific reasoning systems.

- PUBLIC_AI: approved public truth only.
- AUTHENTICATED_AI: verified entitlement plus server-derived customer scope.
- GOVERNED_ACTION_AI: proposed actions only through the canonical Action Governor and existing owner execution paths.
- External AI interfaces do not expose hidden prompts or private chain-of-thought and do not execute governed actions themselves.

Source implementation is not Production deployment proof.

## Governance boundary

The public AI discovery and MCP surfaces are read-only. They do not expose protected customer Production data, opportunities, contacts, workers, missions, OEPs, hidden scores, or customer Business Truth. They do not send outreach, mutate Qualification or Revenue Judgement, authorize sends, book appointments, create commercial commitments, guarantee revenue, or initiate digital subscription checkout.

UNKNOWN remains UNKNOWN when evidence is insufficient.

## Protocol status

Public MCP: LIVE Production proof established. Server version 1.3.3 over Streamable HTTP; four public tools are read-only and runtime-verified.
Public A2A: HTTP 200 JSON-RPC SendMessage runtime proof obtained October 9, 2026 for approved public information; not a third-party directory listing or customer-data entitlement.
Authenticated customer MCP: source-implemented, entitlement-gated, and customer-scoped; third-party marketplace publication/runtime proof remains separate.
REST/OpenAPI: source-implemented as an authenticated read-only customer interface; public availability must be proven before being claimed.
